FAS: FEDERAL EXECUTIVE BODIES INTRODUCED INDICATORS FOR PROCUREMENT EFFICIENCY

Amid the pandemic of the new coronavirus infection COVID-19, procurements by the authorities should be considered not only as the means to satisfy the needs of government bodies and public agencies at the minimum costs but also a tool to support small and medium business

 

To enhance efficiency and transparency of public procurement, the 2018-2020 National Competition Development Plan requires introducing relevant indicators by federal executive bodies, state-owned companies and public corporations, including their subordinate organizations.

 

Each body independently devises a list of procurement efficiency indices and the methods for applying them, taking into account the specifics of its procurement activities. Such indices can constitute an element of the general system for assessment of performance of government bodies and organizations, their structural units as well as be part of a staff motivation system.

 

According to the information obtained by FAS in April 2020 (as part of drafting a report to the President of the Russian Federation on executing the above measures specified in the National Plan), efforts on implementing these indices in the course of organizing procurement activities are undertaken by all federal executive bodies as well as all state-owned companies and public corporations.

 

Head of FAS Legal Department Artem Molchanov pointed out: “Under the conditions of the plummeting demand and developments in the national economy, public procurement, if properly organized, particularly, by defining efficiency indices, should be one of the methods for substituting the lost demand. Also, employing this tool, the state is able to direct resources on a priority basis to those sectors of the economy that are most in need of support in the current situation”.
