FAS DEMANDED RUSSIAN POST TO PROVIDE EQUAL CONDITIONS OF POSTAL SERVICE DELIVERY

The FAS Russia issued a warning to the joint stock company «Russian Post» to stop charging of allowances on tariffs for use of postal services in hard to reach areas.

Since October 1, 2019 Russian Post has set an additional 100% allowance to the sum of all package weight. It is about the cases when packages are sent to or from post offices located in year-round hard to reach areas.

The antimonopoly authority has considered conditions of postage transmission to hard to reach areas according to the regulated allowance-free tariff and transmission services this allowance is applied to.

The FAS Russia has established that there were indications of violation of the Federal Law on Protection of Competition reflected in unreasonable allowance within the same technical process.

«The allowance set to the price for postage transmission is economically and technologically unreasonable and citizens living in certain areas do not have to pay twice as much as their neighbors for package transmission», noted Elena Zaeva, Head of the Department for Regulation of Telecommunications and Information Technology.

The stock joint company «Russian Post» has to execute the warning within 10 days of its receipt.
