ANDREY TSYGANOV WILL TAKE PART IN THE SEMINAR ON REGULATORY AGENCY PERFORMANCE ASSESSMENT
On November 24, Andrey Tsyganov, Deputy Head of the FAS Russia, will participate in the OECD Network of Economic Regulators - Club des régulateurs Seminar on Regulatory Agency Performance Assessment.
The main objective of the seminar will be to compare and discuss performance of regulatory agencies in different countries. The seminar will be divided into two roundtables.
Andrey Tsyganov will participate in the event as a speaker of the first roundtable that will focus on the institutional organization of performance assessment and answer such questions as what is the role of specialized “higher authorities”, do the infra-national political authorities check the regulators’ actions, does the industry, the users or civic and political organization exercise some oversight, are the regulators themselves involved in self-evaluation effort and are the regulators involved in networks operate benchmark analyses of their performance.
Second roundtable will link the methodological aspects of impact assessment with the aim of the regulatory impact assessment effort: providing incentives to the regulators, allowing a more informed discussion among the stakeholders of the regulation and public policies, or improving the effectiveness and the efficiency of the regulatory framework.
