FAS PUBLISHED A BOOKLET ON THE BEST PRACTICES OF ANTIMONOPOLY COMPLIANCE

Over the past few years, the competition policy framework has been created, the national competition development plan 2018-2020 and the Road Map for competition development have been adopted (Government Order No 1697-R). Besides, the President of the Russian Federation gave instructions on the results of the State Council on competition development.

According to the National competition development plan 2018-2020, federal executive authorities and top officials of the Russian Federation's constituent entities are instructed to take measures aimed at creating and organizing a system for internal compliance with the requirements of the antimonopoly law - antimonopoly compliance.

In the spring of 2020, the President of the Russian Federation signed the Law on Antimonopoly Compliance, which aims to help reduce the risks of violating antimonopoly laws.

The FAS Russia on a regular basis provides methodological and consulting support to authorities at all levels on the organization of antimonopoly compliance. 15 federal executive authorities responsible for implementing the competition development action plan (Road Map) have adopted antimonopoly compliance acts.

In particular, as a result of the implementation of antimonopoly compliance in 2019, the number of violations of antimonopoly law by authorities at all levels decreased by 1.3 times compared to 2017.

Although that local governments have not received a separate instruction on the need to introduce antimonopoly compliance, in many constituent entities of the Russian Federation all local governments have already adopted acts on the implementation of the compliance system, in some constituent entities the municipalities have just started this process.

The FAS Russia is beginning to prepare the second booklet on this topic and invites representatives of regional authorities to take part in the work on it by sending examples of their practices to press@fas.gov.ru with the note Antimonopoly Compliance Booklet.
