THE FIRST 'ROAD MAP' OF COMPETITION DEVELOPMENT HAS BEEN APPROVED
FAS Russia received numerous road maps* from all of the Russian regions for its approval. Many of them have already been approved by the authority. By January 1, 2022, the Heads of the regions should sign the road maps.
Among the key tasks are the development of small and medium-sized businesses, ensuring effective and transparent management of state and municipal property, and development of competition in socially significant markets.
In particular, the road maps provide for the measures to support private preschool educational organizations. Thus, by the end of 2025, the share of children receiving education in such organizations should be at least 1.6% of the total number of children receiving preschool education. It is also assumed that by this date, at least 1% of students will be able to receive general education in private organizations and at least 7.5% will be able to receive secondary vocational education. **
It will contribute to the development of competition in the market of additional education for children, and, as a result, improve the quality of services.
The roadmaps also provide for the measures aimed at increasing the number of private medical organizations to at least 10%. The share of small and medium-sized businesses in the retail markets of medications should be at least 80% and the share in the retail markets for medical products should be at least 70%. ***
High-quality elaboration of the roadmaps measures, taking into account the peculiarities of the economy of each region, will contribute to the creation of favorable conditions for pursuing business activities, the elimination of administrative barriers and the development of a competitive environment.

The roadmaps have been developed in close cooperation between the regional offices of the FAS Russia and regional authorities. These are the documents defining the strategy of economic development in the regions of the country for the next five years.
**To ensure the possibility of free education in any organization, including private ones, the regions plan to introduce a system of personalized financing of additional education for children. With the help of this system, parents will be able to choose a program for payment at the expense of certificates.
***Citizens receive free medical care in private organizations through their participation in the implementation of regional compulsory health insurance programs. This mechanism is already being implemented in almost all regions of the country.
