FAS: FOR DEVELOPMENT OF ECONOMY IT IS NECESSARY TO ENSURE EFFECTIVE CONTROL OVER PRICING

One of the goals of the state's antimonopoly policy is to protect the rights of both entrepreneurs and citizens

Currently, the FAS Russia is working on a number of significant legislative initiatives for pricing. It was stated by Sergey Puzyrevsky, State-Secretary – Deputy  Head of the FAS Russia, during the VII International Scientific and Practical Conference "Antimonopoly Regulation of Pricing in the Commodity Markets of the Russian Federation".

In particular, the Authority is developing a draft law that will give the antimonopoly authority the right to change its regulations in connection with a significant change in the conditions of circulation of goods in the market, which occurred after its issuance. In addition, the requirements of the antimonopoly authority will be reviewed if the guidelines for the formation of prices for goods specified in the prescription do not comply with the general conditions of circulation of goods in the commodity market. It will allow the FAS Russia to respond more quickly to market changes.

Sergey Puzyrevsky also reminded about the work on the draft unified tariff law. The document is aimed at improving the effectiveness of regulation, reducing costs and stimulating competition.

Gennady Magazinov, Deputy Head of the FAS Russia, made a report on the institute of property auctions.

The transfer of property auctions into electronic form will make the procedure more accessible to their participants. Besides, the unification of the bidding procedure will allow obtaining reliable information about projected and actual budget revenues from the sale of property at auction prices, as well as carrying out appropriate control.

In this regard, the FAS Russia is developing a document that proposes to unify
25 tendering procedures, including bidding for the right to water use and use of subsoil resources, lease of forest plots.

Gao Yu, Director of the Chinese Research Institute of Energy Law made a report. The speaker told about the reform of natural gas pricing in China, which eventually led to a decrease in its cost at the entrance to the city system.

Elena Dobriyan, Deputy Chairman of the Council of the Eurasian Alliance of Antimonopoly Experts, spoke about the antimonopoly regulation of prices at stock exchanges in Kazakhstan.

The conference was also attended by Mariana Matyashevskaya, Head of the Legal Department of the FAS Russia, Elena Kloster, Head of the Department for Control over Public Health Service of the FAS Russia and her Deputy Daria Starykh, Oksana Kuznetsova, Head of the Department for Cooperation with Regional Offices and Coordination of Projects for the Development of Competition of the FAS Russia, as well as representatives
