FAS RUSSIA: MORE THAN 600 MEASURES TO SUPPORT ENTREPRENEURS WERE IMPLEMENTED IN THE REGIONS IN 2023

The measures aimed at supporting businesses, increasing investment attractiveness of local organizations, their financial stability, as well as creating comfortable conditions for business activity

In 2023, the regions took in total 664 measures to support small and medium-sized enterprises (SMEs), including within the framework of National Competition Development Plan in the Russian Federation for 2021-2025.

The FAS Russia established that financial support measures for SMEs are the most common. Subsidies are used in 47 regions, the tax burden on businesses is reduced in 34 constituent entities of the Russian Federation, and various business benefits are provided in 29 regions. For example, in Perm and Altai regions, the reduced rates were established under simplified taxation system for first-time registered entrepreneurs. This provides favorable conditions for starting a business. In Mari El, the regional authorities provided 491 guarantees worth over 1,5 billion rubles. This allowed entrepreneurs to obtain loans worth 3,9 billion rubles for SME obligations.

In addition, regions use tools to increase its innovation activity, apply various mechanisms to support import substitution, search for new suppliers and sales markets.

The Center for Import and Import Substitution continues its work in Nizhny Novgorod region. It promotes organization of parallel imports and selection of Russian-made analogues, localization of production of import-substituting products, and expansion of cooperation ties. With the help of parallel imports, 61 enterprises in the region were provided with materials and components.

A contest of research projects of students, postgraduates and young scientists “Innovation” is held in Magadan Oblast to develop and implement modern technologies and stimulate innovation development.

A portal of suppliers "Made in the Region" created in Krasnoyarsk region, where unified database of products and services of SMEs, as well as self-employed citizens of the region, is formed.

The FAS Russia supports regional initiatives to stimulate entrepreneurial activity and reduce administrative requirements in terms of licensing procedures and approvals. The developed SME sector contributes to the formation of a transparent competitive environment on commodity markets as well as economic growth.
