Use of energy-efficient equipment in the housing and utilities sector was discussed in Noginsk
On 28 June Deputy Head of FAS Vitaly Korolev took part in a meeting on energy efficiency in the housing and utility sector.
Prime-Minister Dmitry Medvedev gave the welcoming remarks. The Minister of the Russian Federation for Construction and Housing & Utilities, Mikhail Men’, was the key speaker.
Attendees included representatives of federal executive bodies and business associations.
Discussions focused on the Law on Heat Supply, enhancing energy efficiency through individual heating points in transition to a closed heart supply model as well as other initiatives to support energy efficient water supply and heat supply projects.
Instructions were given to simplify factoring to finance the Housing & Utilities sector and identify additional incentives to save energy in the sector. Should any issues be revealed, relevant changes should be made to the tariff system.
“Stimulating energy efficient technologies in such energy-intensive fields as Housing & Utilities sector is an important area of FAS work. Shaping new approaches to tariff regulation based on the “tariff in exchange for efficiency” principle, implementing efficient equipment and technologies in the work of regulated organizations, particularly Housing & Utilities sector, undoubtedly must be accounted for”, said Vitaly Korolev. “Today under certain conditions regulations already enable saving the energy obtained as a result of such efforts in tariff regulation. We should continue stimulating energy efficiency, especially in the industries where tariffs are regulated by the Government. It is also the basis for attracting new investments in such sectors”.
