Anna Numerova: to move forward, we need to turn a step back
The Report on “Analyzing the key areas of FAS work in 2015” started a research that included a questionnaire survey of members of the Antimonopoly Counsel Association and the Corporate Counsel Association who work closely with the law enforcement and judicial practices of antimonopoly regulation, and have a good knowledge and understanding of the legislative framework and specifics of FAS efforts as well knowledge of foreign experiences of antimonopoly investigations.
The key speaker was Anna Numerova, who chairs the General Council of the Association.
The survey evaluated FAS preliminary steps as well as the measures undertaken by other executive bodies.
According to Anna Numerova, 76% respondents considered actions of Russian antimonopoly body adequate in the current economic realities. In the meantime, the Ministry of Industry and Trade and the Ministry of Health Care were evaluated negatively. The government bodies create certain administrative barriers for the market participants.
Due to the new powers of the Federal Antimonopoly Service, tariff regulation also was included in the questionnaire. 62% of antimonopoly lawyers share the opinion that FAS efforts are successful.
Anna Numerova touched the issue of non –discriminatory access to the services of natural monopolies. She indicated that positive trends are observed in such sectors as the electric power industry and telecommunications.
She drew FAS’ attention to the fields that should be in the focus of careful attention. Such sectors include: oil and gas, pharmaceuticals, railways, housing and utilities, retail.
Finally, Anna Numerova congratulated FAS regional bodies with the 25th anniversary and wished then new achievements.
