Yakutia pricing bodies celebrate its 50th anniversary

The III Congress of pricing experts proposed measures towards improving tariff regulation.

On 4-5 October 2016 the Head of the Tariff Regulation Unit of the FAS Department for Regulating the Electric Power Industry, Zlata Rzhavina, and an advisor to the FAS Department for Regulating the Electric Power Industry, Svetlana Bagdantseva, were among the Congress speakers.

Representatives of the antimonopoly body emphasized coherent efforts undertaken by the pricing bodies in the Yakutia Republic and timely high-quality submission of the required materials to FAS.

They outlined the main priorities: jointly developing approaches to regional proposals estimating subsidies for equating the electric power tariffs in Yakutia.

“The Republic has regional, climatic, social, technological and economic specifics that must be traced and factored in developing the legislative framework”, pointed out Zlata Rzhavina.

The State Committee on Pricing Policy of the Yakutia Republic presented proposals on improving tariff regulation. FAS supported a number of measures, particular, unifying approaches to costing that can be included in the tariff of regulated organizations.

Participants also presented and discussed the ways to resolve such problematic issues as:

- Cross-subsidizing the local electric power industry in the Republic of Sakha (Yakutia)

- The results of the programme for optimizing local electric power industry in the Republic of Sakha (Yakutia)

- Integrating the West and Central electric power districts into the wholesale market of electric power (capacity) of the Russian Far East

- Equating the electric power tariffs to the average level in Russia.

Special attention was paid to the importance of implementing the orders given by the President of the Russian Federation Vladimir Putin aimed at reducing tariffs in the constituent territories of the Far East Federal District to the average Russian level. To enforce them, a draft law has been devised, which is scheduled to consideration by the State Duma of the Russian Federation in the autumn session.
