Yulia Yudina: prejudicial settlements became an important part of tariff-decision-making

FAS representative discussed the results and prospects of the procedure.

The Head of FAS Regional Tariff Regulation, Yulia Yudina, said that more than 350 applications for prejudicial settlementswere considered in 2016. She explained that “sometimes such a big number was determined by duplicate functions. To solve the issue, the Antimonopoly Service drafted a Decree of the Government of the Russian Federation that unifies the procedure for considering all types of disagreements”.

As one of remaining problems Yulia Yudina mentioned the differences in the decision-making sequence by types of activities.

To improve the norms of government regulation, FAS Presidium decided to act in the following sequence: conducting market analysis, recognizing an entity a natural monopoly, including in the Register, tariff-setting.
