Heating energy rates were excessive in the Altai region

FAS abolished the rates and the Court confirmed legitimacy of the Order issued by the antimonopoly body

In spring 2016, FAS monitored the tariffs set for combined generation by the subjects of the Russian Federation.

The Antimonopoly Service found that the heat energy tariffs in the Altai region were overrates by the regulator.

Based on the exposed facts, FAS ordered 1 the Office of State Regulation of Tariffs and Prices in the Altai region to abolish the decisions for the second half of 2016 and approve new tariffs for the stations operating in the combined generation mode under the maximum limits set by the antimonopoly body.

The regional regulator filed a lawsuit challenging the FAS Order. Moscow Arbitration Court dismissed the claim and recognized legitimacy of the regulatory act issued by the Antimonopoly Service.

“FAS actively monitors and “revises” decisions of the regional tariff bodies. There are some examples when abolishing such decisions resulted in reducing the tariffs for consumers. Also positive judicial practice will be another element enabling unified enforcement”, said Deputy Head of FAS Vitaly Korolev.
