The Ministry of Emergencies executed FAS warning
The Ministry of Emergencies notified the Federal Antimonopoly Service (FAS Russia) on executing a warning of the antimonopoly authority and eliminating signs of creating discriminatory conditions.
FAS established that the Code of Rules “Oil and petrochemicals depots. Fire safety requirements”, approved by a Ministry Order, had signs of restricting competition. In particular, it required using a fire extinguishing agent of a particular brand in automated fire-fighting units.
No. 109 Order of Ministry of Emergencies of 09.03.2017 removed the instructions from the Code of Rules “Oil and petrochemicals depots. Fire safety requirements” for using goods of particular brands.
Head of FAS Department for Industry Control, Nelli Galimkhanova, emphasized: “Applying the institution of warnings helps promptly eliminate discriminatory conditions on the market of fire extinguishing agents”.
During public discussions of the draft Order on excluding a particular brand of a fire extinguishing agent from the Code of Rules “Oil and petrochemicals depots. Fire safety requirements”, the interested organizations presented their proposals and comments designed to improve fire safety requirements to oil and petrochemicals depots set by the Code of Rules.
