Opening a regional workshop, Stats-Secretary – Deputy Head of FAS Andrey Tsarikovskiy talked about the need to discuss enforcement issues with the regional authorities  

A two-day regional workshop of FAS Offices in the North-West Federal District opened on 21 June 2017 in Murmansk.

The event focused on result-oriented issues of antimonopoly enforcement, control over compliance with the law on contractual system and antimonopoly law in procurement of medicinal drugs, new approaches to the law on concession agreements,  the pressing aspects of tariff-setting in heat supply, water supply and drainage. 

Opening the workshop, Andrey Tsarikovskiy pointed out that organizing such events on a regular basis has two objectives: first, developing the unified practice and informing regional bodies on the novelties in the law; second, discussing controversial issues with representatives of the regional authorities and local business.

“FAS always holds workshops involving regional executive bodies, judicial community and other interested departments because we all have to work together”, emphasized Deputy Head of FAS.

He reminded that FAS controls execution of several federal laws, particularly, the laws on competition, public procurement, advertising, trade. In his opinion, “any disagreements on enforcement are solved by us in a constructive manner, first of all, in the interests of the population of the regions and representatives of local business”.

“In recent years FAS has assigned very many new tasks, such as control over public defence procurement and tariff regulation, added Andrey Tsarikovskiy.

He emphasized that tariff-setting “is an extremely important and responsible area of work for FAS as well as for the executive authorities in the regions. This is a very sensitive field since it worries everybody – tariffs concern every person”.

During the press scrum at the end of the workshop opening, Stats-Secretary – Deputy Head of FAS answered numerous questions from the media.
