Dmitry Vasiliev on the pressing issues of technological connection to electric power networks
“Grid companies should strongly optimize their business-processes and continue intensive implementation of a client-oriented approach in technological connection”
Head of FAS Department for regulating the Electric Power Industry, Dmitry Vasiliev, made this statement at the Interregional investment Energy Conference of the North-West Federal District on 14 July 2017 in St Petersburg.
He reviewed some pressing issues of technological connection to electric power networks and, in particular, highlighted the issues of determining the costs of connection to electric power networks. “The amendments on simplifying connection, adopted this year, have already come into effect and are enforced: reducing the number of stages and accelerating conclusion of electric power supply contracts. For example, a single form is adopted for the Act on meeting technical conditions, technological connection, and a procedure for drafting a power supply contact at the stage of technological connection is provided for”, said Dmitry Vasiliev.
“The current and planned changes to the technological connection procedure should improve significantly the position of the Russian Federation in the World Bank’s “Doing Business” ranking in the part of accessibility of the energy infrastructure”, emphasized the speaker.
The Conference was organized by the Office of the Plenipotentiary Envoy of the President of the Russian Federation in the North-West Federal District jointly with the regions in the Federal District and “Rosseti” PJSC.
The Conference objective was to create conditions to improve business climate, increase investment attractiveness of the regions within the Federal District, facilitating implementation of big inter-regional economic development projects, as well as exchanging the best practices on implementing particular target models for simplifying “doing-business” procedures approved by No. 147-r order of the Government of the Russian Federation of 31 January 2017.
Attendees included Head of the authorities from the regions of the North-West Federal District and top executives of grid companies, staff of the Office of the Plenipotentiary Envoy, Heads of specialized federal ministries and departments as well as representatives of business, non-governmental associations and unions.
