Vitaly Korolev: FAS intends to make heat supply open and transparent for market participants

The Ministry of Justice of the Russian Federation registered an Order of the antimonopoly authority on approving unified forms of information disclosure by hear suppliers and heating networks

Last year the Government of the Russian Federation adopted a Decree1, aimed at increasing publicity and openness of the operations by heat suppliers. The document is drafted by FAS.

“According to the Decree, companies should have placed in open access information, particularly,  about decommissioning sources of heating energy and networks and on the grounds for suspending, limiting and terminating the conditions for use of heat energy consumption”, said Deputy Head of FAS Vitaly Korolev. “The Decree also specified the timeframe for placing such information”.

To execute the Decree, the antimonopoly body was required to approve unified forms of information disclosure for heat suppliers and heating networks. FAS drafted and passed the Order2 on approving unified information disclosure forms. On 9 August 2017, the Ministry of Justice of the Russian Federation registered the Order of the antimonopoly body.

Vitaly Korolev emphasized: “Observing the standards and unified forms of information disclosure by participants of the heat energy market is a very important condition for non-discriminatory access of consumers and interested persons to the information about services and heat supply”.
