INDUSTRY IS READY TO MOVE TO SINGLE PRICING PROCEDURE FOR COMMUNICATION NETWORKS PLACEMENT

We are talking about the developed draft Methodological Recommendations for calculating the tariff for access to infrastructure

A unified approach to the formation of tariffs for access to infrastructure facilities for the placement of communication networks will allow setting tariffs equal for all infrastructure users, which will compensate for economically justified costs and the necessary profit.

Peter Ivanov, Deputy Head of the FAS Russia, referred to it in the framework of a special session of the All-Russian Tariff Conference. The event was focused on the draft Methodological Recommendations for calculating the tariff for the placement of communication networks at infrastructure facilities. The document was developed by the FAS and is currently being discussed with the business community.

During the event Elena Zaeva, Head of the Department for Regulation of Telecommunications and Information Technology of the FAS Russia, emphasized that the unified pricing procedure for the placement of communication networks will reduce the risks of establishing a monopoly high price.

Olga Klimova, Deputy Head of the Department for Regulation of Telecommunications and Information Technology of the FAS Russia, explained to business representatives the main approaches to the formation of tariffs for the provision of infrastructure facilities for use for the placement of telecommunication networks. In addition, as part of the section representatives of the service discussed with market participants how the base for the distribution of indirect costs will be selected when forming such tariffs. Among other things, the nuances of determining the required profit taken into account in tariffs were considered.

After a constructive dialogue during the session, the FAS Russia invited the owners of the facilities of the associated and special infrastructure to send to the department their proposals for improving the Methodological Recommendations by October 28. The FAS Russia will analyze the information received and organize an open discussion of the document.
