FAS ENCOURAGED DIGITAL MARKET PARTICIPANTS TO ACTIVELY USE SELF-REGULATORY MECHANISMS

Public Chamber hosted a joint meeting of the Public Councils of FAS Russia and the Ministry of Economic Development of Russia

The meeting discussed a combination of antimonopoly regulation and self-regulation in the field of digital markets.

Petr Ivanov, Deputy Head of FAS Russia, noted the importance of such a mechanism in this industry. He also stressed the importance of voluntary commitment of the participants of this sphere to self-restraint in the implementation of controversial practices.

One of the key mechanisms of self-regulation is the Principles of Interaction of Digital Market Participants, which FAS Russia signed in 2022 jointly with the major IT companies. According to the document, organizations undertake not to carry out unfair practices in relation to consumers and competitors. In addition, the Principles describe the main controversial practices of digital platforms that should be avoided.

Deputy Head of FAS Russia stressed that the authority stands for proportional responsibility in case of non-compliance with the principles and accepted rules of self-regulation or the threat of negative consequences for non-competitive practices.

Elena Zaeva, Head of the Department for Regulation of Communications and Information Technology, said that compliance with this document is monitored, including at meetings of the Expert Council of FAS Russia on Development of Competition in the field of Information Technology. At such meetings, controversial practices of companies are discussed and recommendations on correcting behavior in the market are provided.

The authority will continue to work on the issue of regulating the industry, taking into account the opinions and needs of market participants.
