FAS PREVENTED TARIFF GROWTH FOR MSW IN THE BELGOROD REGION
The Authority issued a remedy to eliminate violations to the regional tariff regulator
The FAS Russia inspected the Department for state Regulation of prices and tariffs in the Belgorod Region. As a result, the Authority found a number of violations in the adopted tariff decisions.
Thus, the regional regulator incorrectly set a single tariff for the solid municipal waste management service for the regional operator Center for Environmental Safety LLC for 2023.
According to the remedy of the FAS Russia, the regulatory body of the Belgorod Region conducted an additional analysis of the use of the allocated subsidy by TSEB LLC and established economically unjustified expenses in the amount of 111.06 million rubles.
Their exclusion from the required gross revenue of the regional operator allowed setting tariffs for 2024 at the level of the previous period, that is, 2023.
Besides, when determining the commodity revenue of a regional operator, the FAS Russia revealed that by the end of 2021, TSEB LLC received 196 million in excess profits.
The tariff regulatory authority excluded half of these funds when making the tariff decision for 2024, and the remaining 98 million rubles will be excluded when setting tariffs for 2025.
