Vitaly Korolev was a speaker at the 11th CRESSE Conference in Greece

The 11th International Conference on Competition and Regulation (CRESSE) took place on 30 June – 3 July 2016 in Rhodes (Greece). The Conference was organized by Athens University of Economics and Business with support by the Competition Committee of the Organization for Economic Cooperation and Development (OECD).

Representatives of the academic community, experts of international consultancies and law firms and specialists of the competition authorities and regulators from different countries participated in the event.

A delegation of the Federal Antimonopoly Service (FAS Russia) led by Deputy Head of FAS Vitaly Korolev, took an active part in the Conference. Mr. Korolyov made a report on FAS work at the session on international BRICS cooperation. In particular, he discussed some challenging issues of enforcement of sectoral regulation and competition policy.

Deputy Head of FAS informed participants about the structure, powers and specifics of the work of Russian competition authority, specially emphasizing that FAS is the only federal executive body authorized to control compliance with the antimonopoly law in all segments of the economy without exception.

Vitaly Korolev paid special attention to international FAS experience in the field of competition policy and the importance of developing international cooperation in antimonopoly enforcement and investigation of antimonopoly cases.

He also emphasized the significance of the recent signing of the memorandum of Understanding between the competition authorities of the BRICS countries.

“The value of this truly historic and strategically important document cannot be overstated”, pointed out Vitaly Korolev. “Now FAS has a possibility to conduct joint investigations of anticompetitive practices of transnational corporations operating in BRICS countries, and influence decisions made on the antimonopoly cases against large international players”.

Deputy Head of FAS informed CRESSE about the recent meeting of the President of the Russian Federation Vladimir Putin and the Head of FAS Igor Artemiev on 1 July 2016 in Kremlin. Igor Artemiev emphasized the significance of international cooperation, particularly, within BRICS, for the antimonopoly authority.

William Kovacic, a competition law professor at Washington University, said that being the largest competition authority in the world on both the territorial coverage and competences, FAS has unique experience in competition as well as government regulation and the international academic community his an increased interest to its unique practical experience.

CRESSE attendees and speakers were representatives of all BRICS countries, including the Head of South Africa’s competition authority, Tembinkosi Bonakele; a member of India Competition Commission, Peter Augustine; and experts on antimonopoly law from Brazil and China.

Apart from international cooperation between competition authorities, the Conference discussed the mainstream trends in analysis and practice of competition policy and government regulation in different countries.

Presentations, discussions and Round Tables highlighted various aspects of studies on competition policy and regulation, specifics of enforcement practice in the field of competition law as well as the national standards and controversial issues of government regulation and competition.
