Andrey Tsarikovsky had a working visit to the Republic of South Africa
During the visit, Deputy Head of the antimonopoly body discussed work under the conditions of globalization and signed a Memorandum of Understanding with the South African Competition Commission.
Stats-Secretary – Deputy Head of FAS Andrey Tsarikovskytook part in the X annual conference on competition law, economy and policy, organized by the South African Competition Commission, where he outlined competition policy under the conditions of globalization and the experience of the Russian regulator in implementing the best world practices for the purposes of pro-competitive sectoral development.
For instance, Andrey Tsarikovskytalked in detail about adopting voluntaryCodes of Conduct on various Russian markets that successfully changed production relations across the entire industries. FAS proposes to extrapolate its positive experience under the frame of integrative associations – BRICS, CIS, the Eurasian Economic Space.
Deputy Head of FAS also touched the issue of international cartels. He pointed out: “Cartels becomes international and have an adverse impact upon developing economies of entire states”. As an example of an exposed cross-border cartel Deputy Head of the antimonopoly authority quoted a case against the largest world shipping container lines that FAS found involved in concerted actions. “On 7 September 2016 Russian Court confirmed the FAS decision”, emphasized Andrey Tsarikovsky.
“The issues on countering international cartels are lack of proper regulation of the legal aspects of cooperation between states in the course of joint investigations and holding cartel participants liable. The issues should be resolved as soon as possible”, stated Deputy Head of FAS.
During the visit, FAS and the South Africa’s Competition Commission also signed the Memorandum of Understanding. The document provides for cooperation between countries in the field of antimonopoly policy, exchanging legislative and enforcement experience, organization of joint research, participation in international events.
