Economic analysis is becoming increasingly more important
Stats-Secretary, Deputy Head of FAS Andrey Tsarikovskiy commented on the trends in antimonopoly investigations.
At the VIII Annual Conference on “Antimonopoly Regulation in Russia”, lawyers, economists and representatives of antimonopoly authority discussed the issues of applying economic analysis in the course of investigating antimonopoly cases.
According to the Head of FAS, economic analysis is necessary, especially when there is a lack of procedural evidence whether an economic entity is guilty.
He emphasized that, being in the interests of the parties to a case, such an analysis can be conducted by claimants or respondents.
Head of FAS Department for Industry Control, Nelli Galimkhanova, discussed the practice of the antimonopoly body in economic analysis.
She pointed out that currently there are no regulations on economic analysis and FAS is devising the Guidelines for analyzing the state of competition on the market.
In her opinion, economic analysis enables a deeper understanding of various aspects of a particular case, uniformity on applying the antimonopoly norms and is overall designed to protect competition.
Finally, Andrey Tsarikovskiy stated that the antimonopoly authority will accept economic analysis based on any of the existing methods as long as it is transparent and clear.
