Energy companies are more efficient under competition
This conclusion was reached by the participants of the workshop on “Regulating the energy sector in the economies in transition”
The workshop conducted by Energy Regulators regional Association (ERRA) in Kazan ended on 28 April 2017.
For five days the workshop participants were exchanging experiences on regulating the energy industry. On the first day, Head of FAS Vitaly Korolyov, Head of FAS Department for Regulating Electric Power Industry; Head of FAS Department for Regulating the Electric Power Industry, Dmitry Vasiliev; and Head of Tariff Regulation Unit (Department for Regulating the Electric Power Industry), Tatiana Basova discussed the history and preconditions of reforming the industry in Russia as well as the current state of the electric power and the future plans.
In the following days the workshop analyzed cross-border trade with electric power using the example of the Eurasian Economic Union. As it was emphasized, creating common market is the first component of competition in the territory of several states.
ERRA representatives outlined the main elements in planning, regulating and financing electric power grids.
The event participants also presented their experience of developing renewable energy sources. Representatives of international and Russian authorities underlined special importance of developing new technologies in the energy sector of the economy.
On the final day, Vidmantas Yankauskas, a professor of Vilnius Technical University, gave examples of successful pursuance of the “tariff growth below inflation” principle and the methods of solving issues in regulating companies with state participation.
At the end of the event, the training course organizers awarded the workshop participants Diplomas and expressed their desire to continue such events.
