Sergey Puzyrevskiy: the Ulyanovsk region can become a pilot region to pursue the key areas of the National Competition Development Plan

FAS and the Government of the Ulyanovsk region developed and signed a plan on implementing the Agreement on Cooperation

On 6 June 2017, Deputy Head of FAS Sergey Puzyrevskiy took part in signing a Plan for implementing the Agreement on Cooperation between the antimonopoly body and the Government of the Ulyanovsk region.

The plan includes over 30 measures designed to develop competition in the region. The Agreement on Cooperation was signed by Head of FAS Igor Artemiev and the Government of the Ulyanovsk region, Sergey Morozov, in March 2017 at an extended session of FAS Collegium.

Sergey Puzyrevskiy pointed out that is the plan is fulfilled successfully the Ulyanovsk region may in the future translate its successful practices to other Russian regions.

“I believe that the Action Plan for implementing the Agreement is a breakthrough documents in terms of changing approaches to the economy. The Ulyanovsk region can become a pilot region on the key areas of the National Competition Development Plan drafted by FAS. Although Russia is on quite high positions for competition protection, not everything is that good in terms of its development. Therefore, when we talk about a complex of measures aimed at developing competition, the efforts should be combined. The approved Plan provides for some measures designed to reduce state participation in the economy, improving the professional level of staff, proposals to reduce the number of unitary enterprises. Implementing them may form the basis to adopt the advanced approaches in other regions of the Russian Federation”, emphasized Sergey Puzyrevskiy.

Head of Ulyanovsk OFAS Gennady Spirichagov said that the region has all necessary preconditions to fulfill the plan.

“Hopefully, the signed Agreement on Cooperation will reduce the number of facts of violating the antimonopoly law and the law on the contractual system, and the authorities and economic entities will listen to and timely execute OFAS warnings and injunctions” stated Gennady Spirichagov.

He pointed out that all authorities in the region rather than just the Ministry for Developing Competition and the Economy of the Ulyanovsk region should execute the Plan.

During the working visit Puzyrevskiy had a meeting with staff of Ulyanovsk OFAS. He discussed tariff policy and public procurement. Deputy Head of FAS mentioned that the modern public procurement system meets all requirements for common economic space. He emphasized that in 2014-2016 Courts supported 100% of decisions of Ulyanovsk OFAS on public procurement and advertising, which demonstrated high processional skills of OFAS staff.

Ulyanovsk OFAS also hosted a working meeting of Sergey Puzyrevskiy, Gennady Spirichagov and Rector of Ulyanovsk State University, Boris Kostishko. The parties discussed the work of the Base Department of Antimonopoly Regulation at the University. In 2014-2016, more than 2000 specialists advanced their qualification in the field of contractual system.

Sergey Puzyrevskiy also discussed OFAS cooperation with other federal bodies in the region with Vladimir Kozin, the Chief Federal Inspector in the Ulyanovsk region of the Office of a Special Envoy from the President of the Russian Federation in Privolzhie Federal District.
