FAS RUSSIA HELD A MEETING ON PROCUREMENT LEGISLATION FOR ALL REGIONS OF THE COUNTRY

FAS Regional Offices, authorized bodies in the field of public procurement at the regional and municipal levels, took part in it

The Department for Control over State Order of FAS Russia systematized the received questions and provided explanations on the most relevant topics for the participants of the contract system.

In particular, it was about violations in the formation and consolidation of the lot in the procurement for the repair and maintenance of highways. In 2020, the Authority has formed explanations, which prescribe the specifics of such purchases, depending on the population and the climatic zone in which the region is located. This practice is aimed at expanding competition in the market and ensuring additional budget savings, and it is also supported by court decisions. It is necessary to form the object of purchase in accordance with the criteria set out in the letter.

Besides, the agenda of the meeting included issues related to the application of the provisions of the resolutions of the Government of the Russian Federation of December 29, 2021 No. 2571 and No. 2604, the application of the national regime in procurement for state and municipal needs, as well as the consideration of applications, the execution of contracts and the maintenance of the register of unscrupulous suppliers.

As it was noted by Petr Ivanov, Deputy Head of FAS Russia, in the future, the meetings to clarify the norms of procurement legislation with authorized bodies will be held quarterly.
