Andrey Tsarikovskiy: understandable rules of the game are a pledge for investments in the economy
Deputy Head of FAS discussed control over foreign investments and tariff regulation in Russia as necessary for economic development
Stats-Secretary, Deputy Head of FAS Andrey Tsarikovskiy was a speaker at a session on “Russian jurisdiction – a factor of attracting investments” at St Petersburg International Economic Forum.
Attendees also included Prosecutor’s General of the Russian Federation, Yuri Chaika; Presidential Commissioner for the Rights of Business People, co-Chair of “Business Russia” Boris Titov; Chairman of the Committee of the State Duma of the Federal Assembly of the Russian Federation on State-Building и and Law, Pavel Krashennikov; etc.
The agenda included legal protection of foreign investments in Russia; reduction of administrative burden upon businesses; and measures towards improving the legal environment in Russia in general.
The session moderator, Head of Criminal Law Practice, “Egorov, Puginski, Afanasiev & Partners” Law Offices, Victoria Burkovskaya, reminded about international recognition of developed Russian institutions for competition protection. Andrey Tsarikovskiy emphasized: “Investments make sense only if competition protection is developed”.
Boris Titov, in particular highlighted violations on the tariffs set by natural monopolies. He believes that real tariffs differ considerably from the fair ones.
Deputy Head of FAS confirmed that the issue exists: “We see that the same tariffs in various regions can differ by dozens of times”. Hr reminded that FAS is drafting an act, to unify the tariff law. The concept of the document is already forwarded to the federal executive bodies and the business community for collecting proposals.
